What kind of public service do your Council members have to do? Where I come from, the police jury (our version of a council) members are required to do community service as part of their membership. And no, campaigning is not (NOT) community service.

They must do fund raising or volunteering in their district to stay in touch with the constituency. Plus, they have to hold "town hall meetings" before the "council" meetings so constituents can air grievances or concerns or propose measures.

Or are the Council members only required to appear at the Council meetings?
 
Does Wildlife & Fisheries (or whatever they are called here: the game warden) have enough staff to get a real live river industry going?

For example: check licenses, give training classes, enforce the law and curfew, etc.

And are they a state or county agency?
